I think maybe an eagle. I could fly around, I’m protected in my country, and they are pretty cool birds.
Well, I imagine if you can choose what they look like as long as it’s not human, you could get ridiculously close to the look of any human you wanted as a Neanderthal or other hominid, which is decidedly not human, if barely. There must be some rare physical expression that makes you look more human, and if that exists, then you essentially have nearly perfect shapeshifting.
