Artax can talk in the book. He tells atreyu to go. Atreyu trys to convince him to wear the orian with him to be protected from the sadness.
But Artax refuses because the childlike empress didn’t expressly give him promission to share it.
Every that happens to atreyu is designed by the empress to get bastion interest so he be willing to give her a new name.
So its the childlike empress who really kills Artax.
I would love for you to point at any preteen who hasn’t said something worse to a parent/sibling/pet before. I would bet money that as a kid, you told a loved one that you hated them and you wished they’d die. There’s not a lot of kids who haven’t said that; that’s part of why that whole sequence affects kids so heavily.
