Reality is the window replacement is probably pretty close to your insurance deductible so just replace the window unless there is a huge difference. As far as cops go, what are they gonna do? Can you prove it was this guy and not some random just scoring a new phone? Even if you can prove it he will get a fine or jail neither will help you replace the window. Small claims court might help but again can you prove anything? Just replace the window and move on
