Verbal harassment from disabled neighbor

Location: Montana

We have a group home for individuals with disabilities next door. The man who lives there is mentally/physically disabled and harasses us and all the other neighbors. He will sit out on the front porch and hurl insults and threats constantly. This has included that he is going to kill us and our newborn baby, cut off my husband’s penis and shove it down my throat, etc. etc. He has also thrown rocks at other neighbors and damaged vehicles.

We have called the police time and time again and nothing happens. They basically come and talk to him and leave, and the cycle repeats a few days later. They have told us that nothing can be done because he is “a ward of the state” and even if they arrest him no charges will stick due to his disability. They said creating a neighborhood petition would be useless.

The company who runs this house also is completely unhelpful. We have called them and they basically apologize for his behavior and then change nothing. He is oftentimes left alone without any caregivers which is when these blowups tend to occur.

I completely understand this person has disabilities, but I also feel we (and the entire neighborhood) have a right to live peacefully without being harassed and threatened while just trying to walk into our house or go out for a walk.

Anyways hoping someone can provide advice if there is anything we can do about this situation.
