This is the one thing I don’t understand, why wouldn’t someone like shocker or vulture, heck even electro just move to Boston or Chicago and do crime there instead of staying in NYC and getting their asses kicked by Spider-man. Wouldn’t it earn them more money(after all a lot of spider-man villains and supervillains in general are after the money) to do crime there due to less superheroes.

You clearly don’t know many New Yorkers. That city just isn’t where they live it’s their identity. Supervillains likely are just psychopathically linked to the city in a similar but more intense fashion.
Higher chance of running into a hero means more chances you beat them in a fight and get a glory boost. Imagine being White Rabbit and finally getting to say you defeated Spider-Man!
It’s also why Ant-Man moved to Miami. His ex wife didn’t want their recently returned to life daughter Cassie Lang in more danger so they moved to Miami, and Ant-Man, her dad, followed. Crime in Miami is relatively low on account of less heroes and villains. The bad guys Scott ran into there were just businessmen trying to turn a profit for the most part, and without a dedicated hero in the city it meant they could operate without worry.
The Power Broker and Darren Cross don’t have to fear Spider-Man or Tony Stark or anyone else from NYC ruining their business. Their only problem is a goofy manfailure who can only get his room temp IQ to work when his daughters life is on the line. Their mistake was choosing to target her, cause it’s the one thing that can make Ant-Man lock in so to speak.
People are sometimes much more territorial than they like to believe of themselves. A villainous scheme might work just as well in Albuquerque as it would in the Bronx, but I have heard that moving can be as stressful as a divorce and supervillains aren’t often known for their emotional stability
They didn’t want to impose on the territory of The Great Lakes or West Coast Avengers.
The writers were based in New York back then. People write what they know. They know the 5 Buroughs like the back of their hand. They weren’t familiar with Los Angeles, so they wrote it like it was New York.
