Definitely, especially if you go to a city like Pomerode or Blumenau in SC. The concentration of German and Polish immigrants there is very, very huge for Latam standards. Actually, Brazil received the most German immigrants in Latam (by absolute numbers).
Buenos Aires is extremely big, cosmopolitan and mostly mixed nowadays.
Most likely, Buenos Aires stopped being predominantly white a long time ago.
Because inner Santa Catarina has a higher concentration of central and northern European descendants. It’s not comparable to Buenos Aires, but places with higher concentration of central and northern European descendants in Argentina like inner parts of Entre Rios, Misiones or Santa Fe provinces in Argentina.
Buenos Aires is a large, cosmopolitan city, comparable to Sao Paulo, not small cities or towns.
How does one determine if one is naturally blonde?
With that said the vast majority (like 80%>) of Germans are NOT blonde.
