If you ever used Skype’s phone number system, back when that was a thing, it’s effectively that at it’s core.
When you’re on WiFi calling, instead of being routed through the phone network, you’re calling your provider who then calls the other end, in simplistic terms. So rather than 555-1337 calling 555-6969, with WiFi calling 555-1337 asks T-Mobile to call 555-6969 for them, and then they route you together.
