[TOMT]Looking for spooky animated movie/TV show from 90s or early 2000’s?

So I just remembered a very distinct part of a vhs I used to watch as a kid. It was either 90s or early 2000s classic animation. I can’t fully remember the premise but it felt like the tape was technically part of a series. It had a few spooky stories and/or segments that were creepy and sometimes gross I think? There was one segment in particular that I remembered. A little girl is walking home alone, and she INSISTS she’s not afraid. But either she talks herself into being scared, or a narrator suggests potentially scary things to her. She gets afraid of her own footsteps echoing on the sidewalk, stopping walking to listen and starting again. She does this a couple times. And there’s shadowy figures as she contemplates all the creepy things that might get her. I don’t remember how it ends or any other segments. Except that possibly it’s all ‘hosted’ by two creepy monster characters that kinda look like gargoyles or goblins or something? Think Pain and Panic from Hercules, but different. I really hope someone knows this one, it’s a memory I just unlocked randomly lol
