Gamma isn’t just radiation (it was found to act not just as a wave or particle), there’s a component to it akin to magic, connected to The One Below All, an entity from the Below-Place, a dimension described as the “bedrock of Hell.”
Most people hit by the wave/particle version of gamma will die, but those hit by the supernatural aspect of gamma will become a gamma mutate. If there’s some other genetic aspect to it, we don’t know for sure.
