I mean a normal giant fan wouldn’t do it no matter the size but what if it was stronger?
What if a giant fan with insane powerful winds blew a tornado?

Man…pass that shlt! 😆
I’ve seen similar but smaller done several times indoors.
I did at one time have a fan strong enough to cause turbulence for overflying aircraft. I would have had to notify air traffic control every time it was switched on.
A challenge is getting the swirl just right, too little swirl and the jet from the fan just balloons out with altitude without forming a tornado. Set it going when the wind speed is as low as possible.
I have seen a video of an outdoor manmade firenado. Manmade fires placed in an L shape caused an updraught which shaped itself into a small tornado.
Tornadoes come in different intensities on the extended Fujita scale. An F0 tornado does a small amount of damage, rips branches from trees and suchlike. You don’t want to be anywhere near an F5 tornado.
An F0 tornado might be doable with current technology. The components I would design into it are a jet engine (provides heat and wind in the centre). Giant fans and fires in a ring around that. And directional vanes around that to impose swirl.
With a bit of luck in the correct weather, the manmade tornado could jump out of its forming equipment and head off on its own.
I often blow powerful fragrant winds
