There was language in the CR authorizing moves like this. They’re doing it under that plus a declaration of a national emergency.
The national emergency claim is trumped up (pun intended), but that’s how they’re justifying it.
Illegally.
Laws only exist when enforced. And loopholes like declaration of emergency are legitimized when nobody pushes back.
