Theoretically, if they weren’t descended from Adam or Lilith, I’m not sure it would affect them. However, the physical damage to the planet would.
From my understanding, all life on earth, not just humans, are connected to Lilith in Evangelion. So, even non humans who originated on earth should still be affected by Third Impact.
The “angels” like Lilith are aliens as well, and they come from the “First Ancestral Race”, assuming this ancient race of aliens that birthed the Angels/humans also birthed other alien races – those alien races could potentially also be affected by Third Impact. But thats a much larger stretch of the imagination.
