Mutants as a group, although small in number, seem to exhibit an incredibly fascinating variance in ability according to their respective mutations. Mutants at the Xavier school for gifted youngster if taken as a sample group might have been selected in the first place because they had abilities that were:
– powerful enough to be noticed by cerebro
– powerful enough that Prof X thought they needed monitoring or training
– had physical mutations that might have been extremely weak but prevented them from living otherwise normal lives due to ostracization and anti-mutant bias
So already from the jump the Xavier school would probably have mutants that have abilities that skew slightly more powerful/unusual than average. But even among them we see a tremendously wide variation of powers and abilities. Taking a close examination at the X-men themselves is a good example of this. Scott is basically a walking solar flare, Jean can move objects with her mind, Logan has superhuman strength-speed-endurance-healing-reflexes and senses and claws, Storm can change the weather, NightCrawler has blue skin and a tail and can teleport, Colossus can turn his skin into metal and Kitty Pride can walk through walls.
Professor X describes mutant abilities present in humans as the “next step in human evolution”. Which would make more sense if mutant abilities were all vaguely similar in some way or at least had relatively similar power levels or both preferably. But we see people with abilities with things from the relatively “mundane” ability to replicate the powers of an amphibian to literally altering the weather of a particular region of the planet.

It’s also because some powers are OP because it’s humans and Earth. Some powers that are considered useless on Earth might be super OP on an entirely different planet and species.
Genes are weird, Scarlet Witch has magic and her brother Quicksilver has super speed. Then Scarlet Witch has two kids and one has magic and the other has super speed. So I would assume Scarlet Witch has the gene for super speed in her she just didnt activate it.

This gets wild. To start with, mutants didn’t really just happen. Mutation was built into early humans by a race of godlike omnipotent beings called The Celestials. If your not familiar they are hundred or more feet tall with almost limitless powers. They seem to be working on some sort of long range plans that are largely left in described in comics.
Celestials created three genetic lines: the Eternals, the Deviants, and “regular” humans who were given the potential to evolve into mutants. So the randomness that you are talking about is actually intended as part of the Celestials gameplan. Why is that their gameplan? We don’t know. But they did it for some universe important reason.
Because mutant is a very wide umbrella term encompassing everyone who has some kind of X-Gene related mutation.
So you get this wide group of people ranging from literal gods to people whose Skin is blue.
Mutations, by definition, are random and unpredictable.

Some genetic characteristics (perhaps most of them) vary within kind of narrow ranges, but others apparently can go on through orders of magnitude, and are also able to be significantly improved by training. It looks like the powers coded by the X Gene fall into the second group.
Since we’re talking about superpowers here, evolution is naturally wildly exaggerated, but such variation actually fits with evolution. If certain genes (and thus powers) prove beneficial, they’ll get passed along until you start seeing dynasties of people with similar powers. Go long enough and that’ll end up being the new baseline as people without powers are outcompeted.
The powers themselves aren’t the next stage of human evolution, the X-Gene is. What the X-Gene actually does is poorly understood, but it basically causes individuals who posses it to manifest powers, though it doesn’t determine what those powers will be. It’s kind of like how there are certain genes in the human genome which, if activated, drastically increase and individual’s chance of developing cancer, but the actual type and severity of the cancer can vary wildly.
I could be wrong here. But in real-life Mutations are always random.
So why would superpowered based mutations be random too?
