[TOMT] Looking for obscure cartoon short from eithrr the mid or late 1990s

Hello there as the title says I’m looking for an obscure cartoon short from the mid or late 1990s. The short was a slice of life cartoon about a red haired girl with ginger hair and her be speckled guy best friend. From my vague memory of the short it starts with the girl and the guy people watching from the roof of the girl’s apartment building.

Using a telescope our ginger haired main character sees a slim blonde woman and a man having a romantic date. The woman pulls out something maybe a flower or a ring (I don’t remember) and the guy freaks out and runs out of the woman’s apartment leaving the woman crying.

Our ginger haired MC gets the idea to give this woman a makever against the woman’s will. The MC’s friend is against the idea since they don’t know this woman, but after some persuading he gives in. The pair go to this woman’s apartment to give her a makeover and it goes over as well as you’d expect. The woman hates her makeover and runs out of her own apartment, only to run into her man. The man loves the makeover, I think he proposes to her (I might be wrong about that) and she accepts it.

The short ends with our teenaged pair back on the roof, the MC pats herself on the back for a job well done while her friends makes a snide comment. The very last scene is the two of them overhearing someone else needing help. The MC springs into action while her friend gives a “here we go again. :/” type of look.

The short was made in the 1990s but the animation looked very 1970s. I think short only aired once on Cartoon Network (What a Cartoon!) or on Nickelodeon (Oh Yeah, Cartoons!)

I think the MC’s name was either Mikki or Nikki and her bestie’s names as something simple like Milo. I’ve had vague memories of it pop in and out of my head for years. I also think it was made by the same creator as the Cartoon Network show Mike, Lou and Og (but I could be wrong.)

This short, A Kitty Bobo Show and Sheep in the Big City were the reasons I loved big cities like NYC and Tokyo as a kid.

I will wanna find this short so it can be archived.
