it was an 80s, possibly 90s movie. A guy gets falsely accused of murder, he was set up by a cop (who was the actual murderer). The man who gets falsely accused shaves his body every day, and takes a picture holding that day’s newspaper so he can prove where he is every day to cover his butt.
