Brother in law being blackmailed by women he solicited, paid but never met up with

bIL said he solicited a women about one or so year ago, paid her $50 to meet up but regretted it, told her to keep the money and said he didn’t want to meet anymore. Now 4/08 the women suddenly pops up, asking him for $100, then asking for $900 for plane tickets to get to another place for a court case? She sent a supposed picture of the supposed court appointment but the judges name is misspelled, the signature looks fake and the case # is too long to actually be a real number, it looks like someone edited the document on some photo editing app.

She has threatened to contact his entire family, she already contacted his wife but she doesn’t speak English so she doesn’t know what it says, he’s freaking out because he doesn’t want to be charged and arrested and she’s claiming to be giving a statement and filing against him in court.

What should he do? Please understand this took place a year ago, not recently ( I know that doesn’t make it any better ) she just found his information on a phone number search site and it linked his other family members, she doesn’t know what he looks like other then his number and address from the site ( it’s like what pages ) he never met up with her, from the screenshots he ghosted her for a while and then told her he regretted it and didn’t want to meet up.

Should he file a police report or hire a lawyer? Block her?
