Without knowing what state, there isn’t really much to go off of to make an informed opinion. Accreditation could mean anything from CALEA standards of best practice to POST accreditation. Could also mean a state level best practice accreditation that doesn’t really mean anything if the agency doesn’t want to or need to participate.
Which one are we talking about? A lot of cert like CALEA is nothing but for PR. The department that don’t have them doesn’t mean it’s shitty, nor if one have them doesn’t mean it’s a golden agency.
