In the province of Buenos Aires, yes. I do not know how it is in other provinces, for example Chaco, which is the poorest in the country.
Not common at all in my city, mostly because tap water is not drinkable so you would need to make infrastructure for it.
Also water here has a lot of minerals so it damages the teeth
