[TOMT] Please help me find an old animated movie from my childhood

I might be going mad, but I know I’ve seen this movie. I remember the animation looked a lot like the Aeon Flux series. But it was set in a highschool. I remember this scene where they strapped the main character boy on the hood of a car and raced around to scare him. Another scene was where a teacher started coughing up his lungs from smoking too much. It was like a fever dream. Can’t find it anywhere. Please help…
