[TOMT][MOVIE][1990s-2010s] A Horror movie about a racer who like, died in an accident and his race car goes on a killing spree.

I remember this movie from being shown by an old friend, and for the life of me I can’t find anything about it again. But here’s what I can remember other than the title:

– There’s a scene where someone gets their head cut off by the window, and later when someone ends up in the car they see the head still in the car.

– The main scene I remember is a scene where a cop either jumps or is hit onto the windshield, and the wipers eject blades and cut up his face.

– I want to say that there is something to the effect of someone seeing the driver (maybe in a mirror) looking like a spooky ghoul
