These words are said by CIA. Later he mock executes Bane’s men to intimidate them into talking. Bane calls his bluff and is unmasked. No one is actually shot before being thrown out out of the plane.
Later, when CIA and his men are killed, Bane instructs one of his people to stay behind, because “they expect one of us in the wreckage”.
What the hell is Bane talking about? He just established that CIA is full of hot air and didn’t intend to execute anyone. How did Bane know there really was one additional man on the flight plan? How did he know every single one of them wasn’t listed? Did he look?
And don’t tell me that this is a replacement for doctor Pavel whom they kidnap – that’s what the corpse is for.

I wouldn’t be surprised if one of his men were embedded in the CIA detachment or the flight coordinator. Remember they think Bane and his men are terrorists when actually they’re just the front facing arm of a much larger League of Shadows plan.
The reason he needed to leave someone behind isn’t because of what the agents said. It’s what they did. Their movements needed to be explained even if they were trying to make it look like an accident. The first thing the authorities will look for in the wreckage is an explanation for why this plane was in the air to begin with.
Presumably he doesn’t know for certain that it’s a bluff (maybe CIA guy really will kill all but one of them once he figures out who the leader is) and wants to be certain.
The bigger question is how the coroner doesn’t notice that all the soldiers are filled with bullets.
Before the CIA team leaves with Dr Pavel, CIA Guy (no name given) says “I’ll call it in.” Whoever he’s reporting to knows there’s at least one extra prisoner being brought back. As far as Bane knows, CIA Guy was being completely truthful, so he ordered one of his own men to stay. Bane has no way of knowing how many they actually expect, but it’s at minimum “one.”
It’s a calculated risk, but not a big one. The CIA might be expecting the flight crew, agents, Pavel, and three prisoners. But if they investigate the crash and come up two bodies short, it’s likely the investigators would assume they were “thrown out before impact.” (Remember the whole plane was literally sheared apart, and the tail end was completely separated.)
Perhaps what he means is…there will be a wreckage…clearly an enemy team was involved. They must have killed at least one of the enemies, right?
Bane didn’t want anyone to know anybody had survived the crash, because the goal was to take the scientists death and kidnap him. Getting captured was the cover story for why they’d be on the plane and while the cia guy might be willing to lie about things, the idea that they captured several of banes followers and alerted no one before taking off isn’t likely. Since someone is expecting to find more people than just the cia guys on the plane, he leaves an extra body. If they expect to find 2 well one going missing in a plane crash wouldn’t be completely new, and the investigation into that would take long enough that he’s already well into the next stage of his plan.
