You may also find that TV shows have periods of silence in them (rare these days, I know) whereas adverts are non-stop-noise-fests. It’s really a matter of perception.
If you have a recording of someone whispering and another at the same level of someone shouting, the latter will seem to be louder due to the way our senses work, even if it’s not.
