    I don’t think it’s really like a linear progression, like starting at 1 the least evil and 10 the most evil

    Evil manifests inside all of us. It just depends on what form it takes.

    Liberal college students in California will tell you that it’s evil to ask “what are you” to a person when you’re asking about their ethnic background, because this is the scope of problems they deal with in their day to day lives.

    From casual racism and inconsiderate selfish behavior in ordinary civil life, to littering and actively not seeing the bigger picture, to getting drunk and harassing people, to being a criminal and robbing people, to being a serial killer, to becoming a dictator and wholesale slaughtering whatever populous you dislike.

    Regardless of everything though, we’ll first need to agree on a common definition and parameters for defining “evil”.

    TL;DR – personally for me, anyone who kills people/takes life unnecessarily. To an extent I can understand following orders in war, or the death penalty for an extremely awful offender(s). I can absolutely understand self defense or the defense of others.
    But by unnecessary I mean stuff like: racially/class-motivated, caused by a superiority complex, they have a personal taste for killing, it was land acquisition, it was divine command, it was JUST for shits and giggles, etc etc etc.

    It’s too subjective.  Someone who ordered the death of millions? A serial killer who personally killed multiple people? A person who just one time murdered and tortured a child?  It depends on your own definition of true evil I think.
