Depending on the jurisdiction, it is legal to pass when there is a solid yellow line or pair of lines if it is safe to do so. The yellow is essentially advisory while white lines are mandatory. Ontario is one such jurisdiction.
Quebec is not! I had a ticket in Quebec thrown out when I contested using the English version of the law which contained a comma missing from the original. This was many years ago and has, I’m sure, since been corrected.
