Does a PhD from an unranked university make it harder to apply for a research institute?

Most specifically I want to apply for Max Planck Institute for Computer Science. However, I am leaning towards earning a PhD in an unranked university because I feel comfortable with my supervisor and he is extremely helpful.

Do research institute in Europe reject unranked PhDs? Is it possible for them to accept me?

    People will tell you that it doesn’t matter…. it does.

    Network and resources matter A LOT, and unranked programs have neither. I’d recommend going top 20-30 programs in your field.

    Networks matter and in ranked universities, you have networks.
