Long story short, I’m a driver for a client who has bulletproof windows. Occasionally, I’ll take his car to make store runs for him or other errands. A question I’ve always had is What if I get pulled over? The windows don’t roll down. Should I call 911 so they can inform the officer? I would just like to know what protocol I need to follow so I can be safe.
Pulled over with bulletproof windows?

Maybe have a preprinted sign that you can show the officer. Follow their instructions – slowly.
Lots of cars have windows that don’t roll down.
Having been that cop, keep your hands on the wheel and explain to the cop. That isif he can hear you, run a test if need be. And remember it might be on a busy loud road. If hearing isn’t easy or even possible then do a little card as others have recommended. Just put “window cannot roll down. Do you want me to open the door with my hands empty?” The cop will take it from there. Don’t be surprised if you get pulled out for a safety pat. It is pretty much the standard way to go if you have to get someone out. And don’t forget your keys turn the rig off, the dome light on and relax, we aren’t out to get you.
Edit: fixed my typo’s
I stop people on a regular basis that don’t have working windows (most of us that do traffic do). DO NOT OPEN YOUR DOOR UNTIL YOU ARE TOLD. Let the officer know when they get to your window that they do not roll down and keep your hands on the steering wheel/above your waist while you tell them. You could also pre-type something on paper and keep it in the visor that says the windows don’t roll down. The officer will then likely ask you to open the door or have you step out. No biggie.
When he gets to the car door. Signal to him that the window doesn’t roll down and keep your hands where he can see them. When he acknowledges you and says it’s okay to open the door, do so
If your boss is a guy who needs bulletproof windows he has a lawyer that can give you the answer.
