[TOMT] BOOK I read in mid 2000’s that I cannot remember title

As title says, I read this as a kid in the 2000’s.

I believe it was set in the 1980’s about a girl who lived with either her grandmother or aunt. A boy ends up at her school and he’s a loner/rebellious type. They end up in a group project together and become friends.

Near the end they end up running away together and the police are sent to find them. The two recite poetry to each other while in the rain. I don’t remember much but a couple lines.

“I love you more than I’m insane.”

“I love you more than I can cry.”

The boy runs off just as the police arrive. I believe the cover of the book was blue. Sorry for the vague details. I have tried googling and have not found anything.
