I see it all the time. I’d imagine nobody ever gets away with it. Or they bring up the, “I’m not driving a commercial vehicle” thing. What laws or cases are they citing and why do they think it’s real?
Where do people in the videos get the “I’m just traveling” thing from?

They’re misrepresenting case law, not sourcing it. Anyone can say anything on the internet and those people take it to the next level.
It’s from the sovereign citizen movement. The ideology was born in the 70’s from individuals who don’t recognize the US federal government. They cite laws that were either overturned or use some idealistic mental gymnastics to cite the illegitimacy of the government’s authority.
They are crazy people that get it off the internet from other crazy people. Before the internet it was word of mouth, pamphlets, and books. I haven’t been to a gun show in a few years but there was usually some old disheveled white dude selling or giving away print stuff or other weird material.
