Is this a breach of contract?

A used car dealer sold me a car which I intended for export. It was explicitly intended for export as I live overseas, and signed the bill of sale as a foreign entity, and we wrote and spoke repeatedly about exporting. After paying, and taking possession of the car and title, I move it to the port where it will be shipped from. Now, in order to clear it, I need to file info with Customs. They want to know who the exporter is (aka USPPI) which is the dealer obviously. A signature is required on a form. But the dealer refuses and wants nothing more to do with the deal. He says export compliance is a burden and that the car is now mine and I should look for a 3rd party exporter. Is this a breach of contract? Isn’t export compliance mandatory if you sell something overseas? Is this a red flag for something else I should look into?

    Unless you have something from the dealer in writing stating exactly what they are responsible for as far as facilitating the export of the vehicle they have no responsibility to help you export the car. They sold it to you, you now own it. If you want to export it you would be responsible for making those arrangements.

    You would be the USPPI as you are the foreign entity receiving the benefit of the export, not the dealer.

    Where in the contract does it say they have any responsibility for exporting??
