When the clock reads 12:00, 0 minutes have passed since noon and you’re in the 1st minute of the hour. When the clock reads 12:59, 59 minutes have passed since noon and you’re in the 60th minute now.
Dear OP. I think I understood your question. but worry not. there is no single seconds that goes unaccounted for. in contrast of counting from 1 – 10, the clock actually counts 0 – 9. so that means there is still 10 seconds for 6 times in an hour. does that makes sense?

I think you have a fundamental misunderstanding of how time works.
This question should have been solvable with just a hint of critical thinking.
They use that time during the weekends so they are shorter. Would be nice if they used it Friday afternoon so we got of work earlier.
11:00 is technically the same time as 10:60
0-1 is minute 1. 59-60 is minute 60. All 60 minutes elapse. There is no teeny fraction that gets ignored. It passes and turns to the next minute/hour.
Forget hours.
We usually use 10 digits but the last one is 9 ?!? Mind blown

Who came up with the concept of an hour being 60 mins? And a minute being 60 seconds? Why not 100 or 80?
