I recently had a psych assessment that the doctor filmed to confer with a colleague later.
I asked for a copy of the video and was told no, because the test is proprietary, but since it is a medical test on me, am I not entitled a copy under HIPAA?

No. You are not. You are entitled to a report regarding the test but you are not entitled to a copy of their video of their proprietary test.
