On the wiki page for Fierce Wings it says his wings are made up of dozens of feathers, also in same cases his feathers seem to be lacking in abundance during certain occasions, but he did have enough feathers to evacuate the people of a collapsing building.

I would wager, both from an authorial and an art design perspective, there simply is not a consistent number of feathers. The specific horsepower behind each individual feather is never a plot point that needs to be explored, so the Quirk likely wasn’t written with a firm number in mind, and drawing a specific number of feathers accurately in every frame would be wastefully time consuming for the artist. Narratively, they also take damage and need to regrow, so there isn’t even one static number of feathers across scenes or frames.
So not only do I think there isn’t really an accurate, true answer to the question, I’m not sure the answer would provide you with any meaningful information even it was accurate. The specific powers of each feather aren’t established enough for you to deduce the potential behind a discrete number of them.
I’m gonna guess 214 feathers for fun, though.
