Bank is holding my account hostage due to their own issues

Hello everyone. I am at the end of my rope and requesting help.

Location: Utah USA

I have a checking account with Captial One that I’ve had for a bit over 2 years now. I switched to them from Chase after my Chase account kept having fraudulent activity. Now, Capital One has been unable to send me a debit card after numerous attempts (they allegedly keep getting lost in the mail) and I am unable to Zelle or wire money. My work checks go into this account as well and I am waiting on my job to allow me to switch my direct deposit account. I have filed a complaint with the CFPB which I never heard back from. I have spoken to a branch manager in person who referred me to a vice president of technology to work on the issue who then stepped me up to the senior vice president of technology. I have had intermittent contact with the SVP for a couple weeks now with no resolution. They think it is an issue with their system somewhere and they are allegedly working on it. Meanwhile, I have been unable to access my funds for several weeks. I want to transfer my funds to a new joint account with my partner at another bank and close the Captial One account. Are there any legal actions I can take? Capital One is holding my money hostage.
