He stole the keys to my car and has other items of mine in the home. He won’t say when he will return to the house. I don’t live in the area, am an adult and own the vehicle. I just can’t access the house because I don’t have the keys to it. He travels frequently out of country. In the event he is not present at the home when I call the police to come, how long might it take to get my car from the garage? What if he doesn’t cooperate while out of the country? How can they make him turn it over? He might also hide the car somewhere since he has the keys.

Go to the police and file a police report in person. That will get the ball rolling. You need to be clear that you did not lend the property and now you want it back, you never gave permission for him to take it in the first place. And your are filing the police report now instead of right away because you thought you would be able to sort it out without involving the police but that has not been successful.
Are you prepared for your father to be arrested? Going to the police would be accusing him of a crime.
