Is it legal for my work to back out of promised raises?

LOCATION: Portland, OR.

I work at a popular place here. we have a few different locations here and they’re trying to expand and become more corporate (by raising the prices, taking away all of our initial benefits like free drinks, f&f discounts, food if we don’t eat lunch there, anything else we really had). Which was annoying but whatever, and then recently I find out that I can never get a raise here unless I get promoted but it’s still a small(ish) business so there’s like one promotion opportunity for one person a year and ofcourse at least 6 of us apply. I was told at the hire date, and again months after when I wondered when I’d make more then the starting wage, and again in January when I officially requested a pay raise that they give out COLI to every employee applied every July 1st compounded by your tenure. Definitely wasn’t happy abt that being the only raise but whatever again. So July first just passed and I got my first paycheck from July 1-15 and it was still showing a 16.50 rate, so I reach out to the HR in charge of finances just saying hey y’all forgot to add my raise, and she emails me back and says to schedule a meeting with [higher up HR person]..? Weird why would I need to schedule a whole meeting just to sit down and say hey u forgot this real quick.. like I work at a fast casual wing place why do I need to go through all that? But then i brought it up to one of my co workers today and she said “oh yeah I heard they’re trying to come up with a mass email to send to everyone to tell us we all don’t get COLI anymore or any more raises”… but I was just told in writing in January I would be getting it and it’s well past July 1st.. did they just expect everyone to not notice ? Were they gonna say anything at all to us? It’s so frustrating and it feels wrong ?? Disrespectful? We all expected and depended on these raises they promised (and it’s been standard for years) and failed to mention oh yeah no more raises??
