Grew up studying languages in school maybe because of the lack of effort I can’t remember a thing, also tried Duolingo multiple times but never had any long term success? What would you recommend
What’s the real best way to learn a new language?

Moving to the country or travel there a lot and meet locals.
I speak English mostly because I was able to go to New York very often since I was 12 + English at school.
For my Spanish, we had a few courses at school but I often go to Madrid.
I am not bilingual in Spanish but I am able to have a simple conversation.
I would say that the combination of both helped me a lot.
Also, go out of your confort zone. I had to double my effort to speak the language when I needed help.
Depending on where you are living, maybe you can find a community you can hang out with that speaks the language ?
I live in Geneva. Lot of people coming from South America. The mom of one friend REFUSES to speak french. She just talk in Spanish and say “well, if you don’t understand me, you just need to learn Spanish”.
I absolutely love it.
