My father hit my mother, left the state – can she withdraw from joint account

My father hit my mother in the head knocking her unconscious after she yelled at him to stop hitting their dog. She requested he sleep at a hotel for the night, he instead rented a car and has left the state.

Can she withdraw from their joint account? We are concerned he will. What can we do now that he has left? He hit her 4 days ago.
