[TOMT][Cartoon] 80’s (possibly 70’s) cartoon episode

I remember it’s in the style of Thundaar the Barbarian (might actually be Thundaar). There’s a race, one of the racers in in a uni-contraption. The wheel is covered in Spikes, and his cockpit is the center of the wheel. Several vehicles race, and there’s a subplot of sabotage. I believe there’s also a scene (might not be from the same episode) where the main bad guy is standing on the top of a canyon with a mummy looking henchman standing next to him, looking down into the canyon at the hero (who I believe is accompanied by two other beings)
