Back in high school, my brother took a class that had dual credit available through the local community collage. He explicitly did not sign up for dual credit for that class because he didn’t think he would do well enough for it to matter. Later, the college reached out saying he owed $75 dollars, despite him never signing up. He has reached out to the college and high school to try to explain the situation, but neither listened, and now they say he owes $283. How does he fight this?

Ask the college for proof of debt. A signed contract, acknowledgement, any document that he agreed to the fee.
You have the right to ask the debt collectors for proof of the debt. You should do this in writing via certified mail. Look this up – you have substantial tools at your disposal to challenge this without a lawyer.
