Dropped off a CRT monitor for servicing. 9 weeks later and the repairman is being uncooperative and unwilling to finish the job. CRT is taken apart and in pieces

So im kinda of an analog aficionado and I managed to track down a Sony PVM 20L5. These are pretty sought out on the CRT community as they can handle both standard definition and high definition video as well as being very high quality. These often go for around the $2000 mark. The convergence and geometry was a bit off on it however so I found a repairman in the area who was insistent that he could fix the issues, even providing me a receipt with a turn around time of 1 day. He did note however that if parts are needed to be ordered it would take extra time. However its now been 9 weeks and the PVM is still not ready to be picked up. Growing frustrated I mentioned that I would be picking it up whether or not the job is finished however he mentioned that since hes started the job, plugging it back in without it being finished will break it. I don’t exactly have the know how to repair this myself and im worried about exactly what he did to it that’s left it unworking and unfinished in the past 2 months. Ive got plenty of messages from him where he all he can say to me is that he “needs more time” or “that hes waiting on parts” however im very skeptical of him waiting on parts as hes been unable to provide any sort of tracking or order information. Ive recently taken to mentioning to him that I may need to take civil action. What do you all think? Never did small claims court before but would this be the way to go? Can I recoup time/fees as well as the cost of the PVM? Ive extended the deadline numerous times and told him he has till August 12th before I seek civil action.

I’d probably start here with a letter that says something to the effect of that he needs to be complete, or partially complete, within 10 days, and that I’ll be picking up the monitor then.

    >Can I recoup time/fees

Your filing fee and service fee? Yes. Other “fees?” No.

    >as well as the cost of the PVM?

If he’s not going to return the monitor, you’d be entitled to recover the value of that monitor. Obviously you’re not going to get the monitor and the money. And value for things like this that are to some extent artificially high for demand can be messy. The reality is this suit probably settles for your monitor back.

    > told him he has till August 12th before I seek civil action.

That was reasonable. I’d confirm it in writing now.
