Yes, two points. They will suspend your license if you get 12 points in three years.
You can plead not guilty, show up to court, and ask the DA to plead down to a non-moving violation. You will probably pay a higher fine, but not get points or an insurance increase. You can hire a lawyer to represent you if you don’t want to do this yourself or have a particular reason to avoid a moving violation (e.g., a CDL).

No, it will not affect your insurance. Generally 9 over or less will not impact premiums. Speaking as someone who has had five or six “9 over” tickets, I’ve never had them impact insurance and still paying rock bottom prices (this was with Nationwide and Progressive).
The easy/safest option is to first, get an official copy of your driving record (usually like 20 bucks). Then go to your court date. When the DA asks how you plea, ask if you can plea to a lesser charge such as improper equipment and provide them your driving record. In Wake county, if you have had no “15 over” tickets and less than three “9 over” tickets in the past 3 years, they allow a reduction to improper equipment. That is a non-moving violation so no points to your insurance, but you still pay a fee. Asking for a lesser charge is very safe here, they may even drop it for you.
If you were literally clocked at 47 in a 45, personally I would plead “not responsible” and let it go to trial (meaning you’d be scheduled for another date). When the judge sees 47 in a 45 I can’t imagine they wouldn’t drop it on the spot. Absolutely absurd to get ticketed for that. Unless you were clocked much faster and they reduced the ticket, then go with plan A.
