Hello! For one year now, outside of my home, there has been a homeless Russian lady screaming loudly 24 hours in Russian.
One time late at night when I was returning home with my boyfriend the old lady started to creepily following us and saying in Russian to my boyfriend that he knows Russian and why he doesn’t talk to her after he said to her multiple times in Russian “I don’t talk” to leave us alone.
She done it one more time in the morning when I was alone returning from the supermarket but I quickly went inside.
Still, every night, every day she screams in Russian for hours and hours and hours… she was gone for a week and then she returned back, she sleeps outside of our building, in the shrubs with an 30yr old guy who she is mostly screaming at him but when he is gone she is talking to herself as well, I think.
I seen her searching the trash cans but also working at the local supermarket? I am not that sure.. but her screaming is like a banshee, and she also talks loudly at 3AM-6AM..
The neighbours are annoyed with her and the man, but they do not call the police.
One neighbour was also followed by her while feeding the cats and she was visited by her in her pet store which she was still talking Russian loudly, the neighbour kicked out but still offered her food.
It’s just due to this behaviour and the constant screaming and talking loudly every night and every day, I have come so close to calling the police but I don’t know if that will make me the asshole bet they are old homeless lady after all..

Sounds like she could be partial deaf, secret drop off food and water to her shrub when you can. And when you hear the screaming stop then you probley should call the cops.

The woman needs help. You and your neighbors deserve to live in relative security and peace.
Ywbta to call police. you need to call social services about a dementia old lady being homeless and harassing people on the street. A social worker can get her into a care facility.
NTA. Mental illness or not, you deserve peace. She’s harassing ppl and screamin 24/7? Cops wont arrest her, they’ll just move her along. Do it
If she’s clearly in distress and screaming day and night, police might not be the right first call, maybe try a local outreach or mental health service first. But no, you wouldn’t be an asshole for wanting peace in your own home
NTA But social services is the right call. Document what you can for authorities. She’s not just a nuisance but at danger herself.

The police are simply terrible at mental health intervention.
They are little better than jack-booted thugs when dealing with homelessness.

NTA. This lady is disturbing the peace and a menace, sometimes harassing too. Hard to believe no one has reported her before now. Maybe she will get some help, who knows, if she is reported.
NTA strangers are not your responsibility. we help where and if we can, but its not a duty. there are places and organizations that can help. let them know. maybe lady can get help there.
but her behavior is not okay. someone’s bad situation does not put them above law in other things and definitly doesnt mean they can interrupt and disturb others without consequences. cannot be shouting and disturbing night silence either. in some countries that’s against the law. cant be harassing people like that. calling police on someone acting like that is perfectly fine. that’s what theyre for.
If you can help in some ways then help. but dont feel bad for not tolerating disruptive behavior. not your fault they are out there. why should you suffer inconvenience.
