Any landlord tenant lawyers out there?

Just found out that the apartment below me is hooked into my electric and gas services. I’ve been unknowingly paying their bills for almost 4 years. When I brought it up to property management, they just raised my rent instead of fixing the problem. Since living here, the kitchen ac vent never blew air out of it, yesterday the ac technician said that 2 of my vents had been disconnected and ran to same apartment below me to supply it with heat and air. It’s a small house so I only have 5 ac vents total. So 40% are being redirected. I have two kids and we love living in this area, it has great schools so we don’t want to move but don’t want to keep paying bills that are not ours either. It’s also time to renew my lease. The owner did say they would put utilities into their name but my rent would increase again to cover the cost. This seems to just retroactively place the burden back onto me without fixing the situation. I know I have a law suit for over paid utilities and possibly loss of habitat. My question is, if we signed the new lease, what would legal ramifications would that have if/when we decided to sue for over payment and all could we actually sue them for? And would I sue the property management or the home owners? Location: georgia
