Wild animals yes. Domestic animals- not in the presence of the owner.
Yup. I work in a rural area, and “request police to dispatch injured wildlife by highway” is an extremely common call. We carry shotgun slugs with us basically just for that task.
It’s different everywhere. When a deer was hit and suffering, the game commission couldn’t come out for a few days and the state police (no local police) couldn’t discharge his firearm due to policy.
I went home, got my handgun, and killed the deer.
