Brother refusing to return portion of deceased sisters ashes

I wish I was kidding. In 2023 I took a job in Alaska. I gave him my portion of my sisters ashes and a photo album to keep safe until I returned. About two weeks ago I asked him to bring them to a wedding we were both attending. He said of course. We get to the wedding and I asked him about it and over the course of the evening was told that under no circumstances would I be getting them back (sister-in-laws words)

So…small claims court right? Is it worth contacting the non-emergency line and having the police make contact? I’m aware it’s a civil issue and there’s very little law enforcement can do to compel them to return my property but I want to show the judge that I’ve exhausted every reasonable option prior to wasting the courts time with this ridiculousness.

Furthermore, if they refuse to comply with a court order do I have any recourse?

I have text messages proving it.

    He’s your brother? Why can’t you guys share a portion then or does he have his own? Remains are property, so you could go that route, but maybe there’s a better way?
