Can a company force you to take PTO before sick leave?

Location: Missouri
So my company (hospital) has a policy that requires us to use all of our PTO before we can access our sick leave(SSL). So if I have a sick day, I have to use PTO no matter how many hours of sick leave I have accrued. When I’ve finally run through all my PTO, I can use my sick leave, but only if I’m sick, not for any other reason. This is especially frustrating because it often results in people having no vacation time and not being able to go on actual vacation or use PTO for actual time off needs, which is what that is for.

My question is, is this legal? It’s very frustrating for us as employees, but also feels like something that may be against labor laws.

    Missouri doesn’t require them to give you PTO or to give you sick leave. So they are doing it optionally and there are no laws regulating what they do.
