Can anyone help me to identify old children’s annual?

It’s a very vague memory, but it was a comic annual in the style of the Beano, early to mid 80s I would say. I vaguely remember the cover being a kind of dirty turquoise background. One of the stories involved characters called something like the Clumps or the Chumps and the father of the group had a bald head, got angry, and had a kind of z over his ears as a shorthand way of drawing hair.

Another story was about a fakir. I remember it because that was the first time I heard that word. He was eating everything, and I do recall him eating a lightbulb at one stage. Vaguely remember him looking a bit like a scruffy Andy Capp.

I don’t think there were a lot of stories in it, maybe four or five, as they were quite long. Does anyone know what I’m going on about?
