Contractor bailed

Location: NYS.
There was a contractor doing work on a house next door for some months. He was doing roof work and I had a roof issue. I paid him 125 to do one job and he completed it. I paid him 425 under the impression he was going to do another job on the roof. It’s been four months and I haven’t seen him next door doing work at all. I have him on audio recording stating he promised he would be by soon to finish the job months ago. I only got his first name and no cell #. Seemed he was doing good work next door and seemed like a decent person. I have what I believe is his first name and his license plate #. I know the town he lives in but no address. If I filed a police report based off of fraud or theft since he never started the job he was paid for would they be able to get this information? Or how could I go about properly having him served with a small court complaint with limited information? TIA

    You can if it was more money compel the dmv to release the name based in the license but it’ll cost you more than the money in question.

    You can ask your neighbor who he was and use that to contact him and sue him.
