Most modern versions, probably no. Mjolnir usually requires the user to have a “warrior’s spirit”. There was once a JLA/Avengers crossover where Superman couldn’t lift Mjolnir until the enchantment was lifted. Martian Manhunter like most other main Justice League members, has a de facto “no-kill” rule that likely prevents him from meeting the warrior criteria.
We don’t know since theirs no defined list of qualifications that make you worthy of Mjolnir. Odin cast the enchantment to force Thor to learn to be a good king and we know his idea of what that entails is someone who can make the call when lethal force is necessary but anything after that is a lot of guess work.
