The actual Lantern, without the ring empowering them does not have super strength, but when bolstered by constructs, they are capable of epic feats of strength. The ring bearer can command the ring, but the ring is the one doing the heavy lifting.
The power of a Green Lantern ring doesn’t enhance a species’ innate physical abilities. It does, however, allow them to enact their will. So if they will themselves to have a strength-enhancing aura, they do!
Unless the person wearing the ring already has “super strength” no, the Lantern Ring won’t give them that. It can be used to create strong constructs, like a suit of powered armor, or a forklift, or a giant car jack — any of which can be used to lift things. But those constructs will be limited by the willpower of the person creating them.
Some Lanterns qualify as exceptionally strong on their own, but they are usually within the baseline for people across the stars.
One notable exception is Sodam Yat, of the planet Daxam. Daxamites are descendants of early Kryptonians, and share their ability gain massive powers under yellow sunlight.
Guy Gardner was said to have used the ring to give himself a stat boost even when the ring is off, but this was pre Flashpoint, so I don’t know if it counts. Like, so old it was pre-Kyle.
